so its best to have at least that much (music loads pretty slow on my computer)

Well technically the answer to your question is yes. The problem is 1 of 2 things. Either the song will be extremely choppy because your connection can not buffer (load) the song fast enough, or you will have to wait a significant amount of time (at least 2-3 minutes probably more) before you can actually start listening to the song in order for it not to be choppy. So while yes you can listen to music, it will not be a very enjoyable experience.

you can listen to streaming music on any internet connection. but with dial up it will be very hard to listen to. it will have to buffer alot. by that i mean it will have to stop playing and download a small portion of the song. and that gets annoying
